HB594 creates a Clarke County civil-case solicitor's fee equal to the standard docket fee, directs its distribution to local funds (circuit clerk and solicitor/DA), and allows the DA to use it for expenses and law enforcement.
In Clarke County's circuit and district courts, it establishes a solicitor's fee in all civil cases, set to be the same amount as the docket fee or court cost that would go to the Fair Trial Tax Fund. The collected fee is distributed monthly: $3 per case goes to the Circuit Clerk's Fund for the clerk's operating needs; the remaining amount goes to the county solicitor's fund or the district attorney's fund (or the county fund later prescribed by law for the solicitor's fee). The District Attorney may spend the solicitor's fee on expenses incurred and for legitimate law enforcement purposes. The act becomes law on the first day of the third month after it is passed and approved.
