HB239 adds the President Pro Tempore of the Senate and the Speaker of the House (or their designees) as members of the State Industrial Development Authority.
It expands the Authority’s membership to include the Senate President Pro Tempore and the House Speaker (or their designees). It preserves and specifies leadership roles for state offices within the Authority: the Director of the Alabama Development Office becomes president, the Commissioner of Revenue becomes vice-president, and the Director of Finance becomes secretary, with the State Treasurer serving as treasurer and custodian of funds who pays bond principal and interest. If a listed officer leaves office, their successor automatically takes their place, and a quorum of two, three, or five members is required to conduct business.
