Title
Transportation Dept., deputy directors and chief engineer, appointments of deputy director and chief engineer, appointment in unclassified service, Secs. 23-1-21.4, 23-1-22 am'd.
Description

Under existing law, the Director of Transportation may appoint up to three deputy directors of transportation, one of whom may be the chief engineer. The salary of a deputy director is determined by the director with approval of the Governor. A deputy director serves at the pleasure of the director and is not subject to the Merit System law.

This bill would delete provisions that salary of a deputy director would be set by the director with the approval of the Governor and that one of the deputy directors may be the chief engineer. The bill would also provide that a deputy director appointed after the effective date of this act would be in the unclassified service under the state Merit System law. The salary range of a state employee in the unclassified service is set by the State Personnel Board.

Under existing law, the Chief Engineer of the Department of Transportation is appointed by the Director of Transportation and the salary of the chief engineer is determined by the director with the approval of the Governor. The law specifies that the chief engineer is an exempt employee under the state Merit System law.

This bill would delete the provisions in the law regarding the determination of the salary of the chief engineer and would provide that the chief engineer of the department would be in the unclassified service under the state Merit System law. The salary range of a state employee in the unclassified service is set by the State Personnel Board.
