It sets a standard of fair and reasonable terms and costs for access to parts and data, prohibits certain harmful modifications or evasion of laws, and voids any post-2024 contract terms that try to waive these obligations. It also includes a potential repeal if federal right-to-repair legislation is enacted and specifies an effective date of October 1, 2024.
