SB296 would require Class 1 municipalities' public K-12 schools to treat transfer students the same as other students for class enrollment and participation in activities, including athletics, and to prohibit denial of participation based on transfer timing.
Starting with the 2025-2026 school year, a student who transfers between public K-12 schools in a Class 1 municipality must be enrolled in classes and may participate in activities, including athletics, at the new school just like other students. No public K-12 school in a Class 1 municipality may deny a transfer student's participation in athletics, nor be part of an athletic association that denies participation, based on when the student transferred. The bill applies only to Class 1 municipalities and sets an effective date of October 1, 2024.
