HB345 creates a Jefferson County program to appoint special reserve deputies to help execute writs during emergency writ conditions, with fee limits for property owners and a training system.
Defines an emergency writ condition as when more than 250 writs have been issued but not yet executed. Allows the Jefferson County sheriff to appoint special reserve deputies to assist in executing writs or securing real property during that condition, with these deputies able to make returns on writs and enjoy immunities similar to regular deputies. Allows property owners to pay a fee up to $250 to the deputy after service of a writ, prohibits county funding for these deputies, and requires the sheriff to establish a training program and set qualifications for the deputies. The act takes effect on October 1, 2025.
