HB375 sets Jefferson County pistol permit fees and directs how the money is distributed to retirement, sheriff funds, a legislative delegation fund, and county schools, with Gardendale-specific provisions and a Birmingham legislative office, effective Oct 1, 2025.
The bill fixes the pistol permit fees in Jefferson County: $7.50 per year for a one-year permit and $37.50 for a five-year permit. The sheriff collects these fees and pays them to the county treasurer, who distributes them as follows: $4.50 to the retirement system, $0.50 to the Jefferson County Sheriff's Fund, and $2.50 to the Jefferson County Legislative Delegation Office Fund. The $2.50 portion goes into the Legislative Delegation Office Fund with rules for how it is spent or carried forward; if the fund exceeds $120,000 as of a 2014 date, the excess is to be distributed to county public schools for operations (including security) on a pro rata basis based on student enrollment. If Gardendale School System has not been officially separated, Gardendale’s share goes to Gardendale for its school system upon separation. Any remaining fund balance is to be used for the operation of a legislative office in Birmingham. The same fee structure applies to a five-year permit. The act becomes effective October 1, 2025.
