HB510 updates Lawrence County’s temporary release program by adjusting bond funding, surplus distributions, municipality opt-in timing, and repealing an older work-release act, with an October 1, 2025 effective date.
It changes how surplus money in the Lawrence County Community Corrections and Court Services Fund is handled, allowing a surplus to be paid into the county General Fund if a supermajority of the county commission decides it's more than is needed to run the program. It changes the timing and handling of money from appearance bonds, requiring a 10% deposit and directing a portion to the fund for program administration and related purposes, plus potential additional conditions to assure appearance. It allows municipalities in Lawrence County to elect to participate in the temporary release programs by passing a resolution and contributing revenue from work-release programs to the fund, with participation taking effect on the first day of the next calendar quarter after delivery of the resolution. It repeals the older Act that previously established a rehabilitation board and work-release program, and sets a clear effective date.
