HB599 would require ALEA to create and publish a public, searchable domestic violence conviction database in Alabama, with removal procedures and required rulemaking.
It would require ALEA to establish and maintain an electronic domestic violence database containing information about individuals convicted of domestic violence in Alabama (first, second, or third degree, or by strangulation/suffocation). The database would be publicly accessible on ALEA's website at no cost, and would include details such as the offender's name, aliases, date of birth, offenses, conviction dates, punishments, and disposition. It would exclude victim identifiers and certain personal data (like Social Security numbers, driver’s license numbers, and telephone numbers). It would also provide a process for individuals to petition for removal, with specific criteria, and require ALEA to adopt implementing rules; the act would take effect October 1, 2025.
