SB249 would require municipalities to pass any new taxes or license fee increases by ordinance, with a public hearing and 30 days’ notice, plus detailed notice and posting requirements.
Municipalities would have to enact any new taxes or license fee increases by ordinance. A public hearing must be held after introduction, with at least 30 days’ notice, and the notice must include the ordinance substance, amount, date/time/place, and where to obtain a copy. Notices must be published in a newspaper (or by the same publication method) and posted online as well as on the Secretary of State's open meetings site. After the hearing, the council may consider the ordinance at a regular meeting, and contracts awarded on bids must be by resolution, with the act becoming effective October 1, 2025.
