It also authorizes the Superintendent to appoint special investigators within the Office of General Counsel to conduct necessary investigations, with broad powers to gather information and access resources. Special investigators must sign an agency access agreement and may access law enforcement records and systems in compliance with state and federal law, with audits by the CJIS Division; the measure takes effect on August 1, 2025.
