SB309 would ban operating ADS-equipped oversized or overweight vehicles that require a permit and place ADS regulations under a single framework, without requiring road upgrades for ADS.
It prohibits using automated driving system vehicles for oversized loads that must be permitted. It clarifies that ADS rules are governed exclusively by this chapter and that state or local entities cannot impose ADS-specific standards or taxes beyond what this chapter allows. It also states there is no duty for the state or local governments to upgrade roads to accommodate ADS-equipped vehicles. The act takes effect on October 1, 2025.
