SB313 reallocates tobacco-revenue funds from the Alabama 21st Century Fund to support energy infrastructure programs and directs new transfers to related agencies, contingent on enabling legislation.
It allows funds from the Alabama 21st Century Fund that are not needed to pay debt service on bonds to be used by the State Industrial Development Authority for any of the Alabama Energy Infrastructure Bank's authorized purposes. It transfers $50,000,000 from the 21st Century Fund to the Alabama Energy Infrastructure Bank for the fiscal year ending September 30, 2025 to support the Strategic Energy Infrastructure Development Fund and other authorized uses. It also transfers $10,000,000 from the 21st Century Fund to the Alabama Incentives Financing Authority to pay for project costs, and a one-time $5,000,000 transfer to the Alabama Department of Commerce for international offices, rural development efforts, and related costs. The changes take effect June 1, 2025, contingent on the related enabling legislation creating the Energy Infrastructure Bank and the Strategic Energy Infrastructure Development Fund.
