The funds would be used exclusively for public hospital purposes within those precincts. The Baldwin County Commission could designate a public hospital corporation to receive and use the proceeds, and the corporation could issue debt backed by the tax proceeds. The county’s payments to the corporation would be limited so as not to impair existing contracts, and the tax proceeds would have a priority claim before operating expenses. The amendment is self-executing and would require voter ratification in the designated precincts.
