The bill appropriates $1,372,572 from the Education Trust Fund to Talladega College for the institution's educational program for the fiscal year ending September 30, 2027. It makes the appropriation subject to certain Alabama law provisions and requires an operations plan and an audited financial statement before any funds are released, plus an end-of-year report. It also requires regular reporting—an operations plan with goals and performance indicators, quarterly expenditure and progress reports, and a comprehensive end-of-year performance report—and designates that the Director of Finance will forward these reports to the Legislative Council.
