HB424 would create a new Office of Risk and Resilience inside the Department of Insurance and move the Strengthen Alabama Homes Program into that office, with a dedicated fund and new funding rules.
It creates the Office of Risk and Resilience within the Department of Insurance and allows it to hire staff to run the office, including at least one exempt employee whose pay is set by the Commissioner. It establishes the Strengthen Alabama Homes Fund in the State Treasury to finance the program, with funding that depends on yearly appropriations, federal grants, or other sources and not guaranteed as an entitlement. The program could provide grants to retrofit insured properties to resist hurricane-, tornado-, or other wind-related damage, and may also fund nonprofit entities to administer grants, all while requiring permits, inspections, and adherence to building codes (Fortified for Existing Homes). The act becomes effective on June 1, 2026.
