SB329 would authorize issuing an 'Invisible Disability' license plate decal and a customizable license plate to Alabama residents with invisible disabilities and to their primary caregivers.
It defines invisible disabilities and would allow eligible individuals and their primary caregivers to obtain a license plate with their choice and an 'Invisible Disability' decal after meeting eligibility proof. Eligibility requires a physician's diagnosis and compliance with registration laws and payment of applicable fees, including any extra fees for pursuing a distinctive plate. The decal's validity coincides with the license plate's reissuance, and the design would be created by Kulturecity and approved by the Commissioner of Revenue, with implementing rules possible from the Department of Revenue. The decal does not automatically grant special access parking unless the person also has a disability plate or placard.
