The bill would require ALEA to create a process for individuals to voluntarily designate that they have an invisible medical condition on their license or ID. A discreet symbol representing the state flower would be placed on the license or card for those who request it. Applicants must provide proof of diagnosis from a physician licensed in Alabama. The designation would be free, but ALEA could charge up to 10 cents above actual production costs to cover issuing fees; all revenues would fund the program and any excess would go to the General Fund. The measure would take effect on October 1, 2026.
