Summary

Session
2026 Regular Session
Title
State Pilotage Commission; statewide laws repealed
Description

The State Pilotage Commission was established by law in 1931 to regulate the piloting of ships and all steam or sail vessels crossing into and out of any harbor or seaport in this state. These laws set requirements for the apprenticeship and licensing of bar pilots in this state.

In 2019, the Legislature enacted laws establishing a board of pilotage commissioners for each Class 2 municipality, also by the name of the State Pilotage Commission, along with requirements for the apprenticeship and licensing of bar pilots.

This bill would repeal the laws establishing the State Pilotage Commission and requirements for bar pilots.

However, this bill would not repeal the laws providing for a State Pilotage Commission in Class municipalities.
