SB92 would allow online credit card contributions only if the contributor provides the card’s verification value (CVV) and the card billing address is in the United States, with limited exceptions for U.S. citizens abroad. It would require treasurers to keep donor details for reporting. It would impose a forfeiture equal to the contributed amount on financial institutions that process online contributions without CVV verification and a U.S. billing address. The act would take effect October 1, 2026.
