Summary

Session
First Special Session 2010
Title
Ethics Law, lobbying, definition to include activity with any branch of state government, maintenance of electronic database, mandatory ethics training for public officers or employees and lobbyists, certain representation by legislators prohibited, Sec. 36-25-1.5 added
Description

Under existing law, the train crew, yard crew, or engine crew of a railroad is not personally responsible or held guilty of violating any law regulating the occupying or blocking of any street, road, or highway crossing-at-grade by trains or passenger or freight cars, if done pursuant to orders or instructions of the employer, officers, or supervisory officials.

This bill would make it unlawful for a standing train to obstruct any public street, road, or other highway crossing-at-grade for more than 10 minutes and would provide civil penalties.

The bill would also require the train crew, yard crew, or engine crew of a train blocking a crossing to move the train in specified circumstances.
