It imposes an additional $12 fee on every civil and criminal case (including traffic and small claims) filed in Wilcox County circuit or district court. The fee is collected by the clerk or their agents or the court's collection officers and deposited into the Circuit Clerk's Special Account; the fee cannot be waived unless all other fees and charges are waived. The act becomes effective on the first day of the third month after it passes and is approved (or becomes law).
