Creates an additional annual expense allowance of $20,000 for the Wilcox County Sheriff, payable from the county's general fund in equal monthly installments starting the first day of the month after the act becomes effective. Starting with the expiration of the incumbent sheriff's term, increases the sheriff's annual salary by $20,000 per year, payable from the general fund in equal monthly installments, and at that time the $20,000 expense allowance becomes void. Repeals conflicting laws and sets the effective date as the first day of the third month following passage and governor's approval.
