Allows Alabama's top leaders to designate substitutes to ex officio roles on state committees, boards, and agencies created by statute or Legislature rule, with rules on how and when those designations are made or ended.
The bill lets the Governor, Lieutenant Governor, Speaker of the House, and President Pro Tempore designate individuals to replace them on any committee, board, commission, or agency where they serve ex officio. Designations must be in writing, delivered to the body, state the length of the designation, and may be terminated in the same manner. If another law or Legislature rule provides a different method or terms, that law or rule controls. The designation authority applies to bodies created by statute or Legislature rule, and the act takes effect on the first day of the third month after passage and approval.
