Title

Elections, voter registration lists, publication by judge of probate on website of co. or Association of Co. Commissioners website, fee for lists to judge of probate repealed, absentee election manager, when circuit clerk is a candidate, comp., Secs. 17-4-1, 17-4-10, 17-8-2, 17-9-5, 17-11-2, 17-11-14 am'd.; Secs. 17-3-60, 17-11-13 repealed

Description

<p class="bill_description"> Under existing law, a list of registered voters is required to be published in a newspaper of general circulation in the county prior to each regular primary election. Additionally, a list of the registered voters to be removed from the voters list is required to be published when statewide voter file maintenance is conducted. Also under existing law, notice of all elections and a list of inspectors and clerks for an election are required to be published in a newspaper of general circulation in the county</p><p class="bill_description"> This bill would eliminate the requirement to publish these lists and notices and have this information posted on the county website, or if there is no website maintained by the county, on the website of the Association of County Commissions of Alabama. This bill would also require that this information would be available upon request at no cost and that the county place a display advertisement at least one-quarter page in size in some newspaper of general circulation in the county providing information about where the lists and notices are available</p><p class="bill_description"> Under existing law, the judge of probate receives five cents a name for providing the election inspector with a list of the qualified electors in the county on election day</p><p class="bill_description"> This bill would repeal this payment</p><p class="bill_description"> Under existing law, the circuit clerk, at his or her option, serves as the absentee election manager unless the circuit clerk is a candidate for election. Existing law provides for the appointing board of the county to appoint another person when the circuit clerk does not serve as absentee election manager. The circuit clerk receives compensation for performing duties as absentee election manager for 45 days prior to and on the day of the election</p><p class="bill_description"> This bill would eliminate compensation for any elected official or public employee performing these duties as a regular assigned duty, but would authorize compensation for an absentee election manager who is not a public employee who is appointed to serve in the event the circuit clerk is a candidate for election</p><p class="bill_entitled_an_act"> To amend Sections 17-4-1, 17-4-10, 17-8-2, 17-9-5, 17-11-2, and 17-11-14, Code of Alabama 1975, to remove the requirement to publish lists of registered voters and inspectors and clerks and election notices in a newspaper of general circulation in the county; to require the information to be posted on a county website and made available upon request at no cost to the person making this request; to require the county to place a display advertisement in a newspaper of general circulation in the county identifying where voter list and election notice information is available; to eliminate payment to the probate judge for providing copies of the voter list to the election inspector; to eliminate compensation to election officials and public employees for performing absentee election duties; and to repeal Sections 17-3-60 and 17-11-13, Code of Alabama 1975. </p>
