Description: This bill would make a conditional appropriation from the State General Fund in the State Treasury to the Department of Agriculture and Industries to be used upon release by the Governor only upon a determination that an emergency exists and the funds are needed in order for the department to respond to the occurrence of highly pathogenic avian influenza in this state.
