HB461 lets Phenix City create up to two entertainment districts where alcohol can be consumed throughout the district, with at least three liquor licensed venues in each district.
The city can establish up to two entertainment districts within Phenix City, each no larger than half a mile by half a mile. The Alabama Alcoholic Beverage Control Board may designate these districts for licensed premises to sell alcohol for on site consumption. Each district must have at least three licensees with eligible licenses (restaurant retail liquor, on premises, or other retail liquor) located in the district. Within a designated district, patrons may exit a licensed premises with an open container and drink anywhere inside the district, but cannot take that container into another licensed premises or outside the district.
