Under existing law, the Division of Surface Mining Control and Reclamation of the Alabama Surface Mining Commission issues surface coal mining reclamation permits.
Under existing law, the commission may charge a permit fee not to exceed the anticipated cost of reviewing, administering, and enforcing the permit.
Under existing law, the permit fee may be paid over the term of the permit.
This bill would specify that the reclamation permit fee would be payable over the life of the mine.
This bill would specify that the life of the mine means the term of the permit and the time it takes to complete all surface mining and reclamation activities.
