SB319 would require licensed residential builders to show proof of current licensure and liability insurance to homeowners before starting construction, or obtain a written waiver, with the licensing board able to take action if they don't.
Before beginning construction on a residential structure, a licensed builder must provide proof of current licensure and liability insurance to the homeowner. The homeowner and builder may sign a written waiver, attested by one witness selected by the homeowner, to waive the requirement. If the builder fails to comply, it is a violation and the Home Builders Licensure Board can take disciplinary action under existing law. The act becomes effective on the first day of the third month after it passes and is approved by the Governor.
