Establishes the Clay County Animal Shelter Authority to run the county's animal control shelter for dogs and cats. Sets up a 10-member board appointed by the county commission, the legislative delegation, and the mayors of Ashland and Lineville, with initial terms that are staggered and officers elected annually; the treasurer must be bonded. The authority can contract with other governments or groups to operate or maintain the shelter and can accept donations and grants, with all funds used only for shelter services in Clay County. It takes effect immediately upon governor approval.
