HB307 lets Alabama's local 911 districts join forces to jointly provide dispatch services and related powers, with new rules to guide those collaborations.
It authorizes two or more local 911 districts to contract to jointly exercise powers or provide services they are individually authorized to perform. It sets minimum requirements for those contracts, including a public hearing, and requires the contract to state the intent to cooperate, describe the jointly exercised power or service, and set a termination date within three years, with the option to terminate on 180 days’ notice. It also requires certification from the Statewide 911 Board before joint operations can begin, and adds governance and financial provisions such as the possibility to form a nonprofit corporate structure, borrowing powers, and bonding requirements for district leaders.
