HB343 would add a Baldwin County constitutional amendment to define the Bon Secour Landmark District and limit local-law annexation of district property.
It would define the Bon Secour Landmark District in Baldwin County and prohibit any property within the district from being annexed into a municipality by local law. There is an exception for municipalities incorporated after ratification that include any part of the district. The district is not a separate legal entity and has no governmental powers, such as taxation, zoning, policing, or the ability to pass ordinances. If voters approve the amendment, it becomes part of the Alabama Constitution.
