A constitutional amendment to let counties and municipalities create innovation districts as public corporations and allow government funding and support for those districts, including transfers of funds and property to them and to other entities.
If approved, the amendment would authorize the Legislature to let local governments form innovation districts as public corporations with defined governance and powers, and to exempt them from certain laws. It would permit the state and local governments to provide public funds, revenues, property, and services to innovation districts without requiring an election. It would also allow innovation districts to provide any public funds, revenues, or property to any public or private person or entity.
