HB157 changes how uniform pay raises for county officials are handled by making them part of starting pay and passing them to new officeholders, with rules for incumbents.
It amends the Omnibus Pay Act so uniform increases granted to county officials are included in their initial compensation, matching increases given to county employees. For officials elected or appointed after July 1, 2025, their starting compensation will be the same as the immediately prior officeholder, including any uniform increases. For current officeholders, if a local law increases compensation, uniform increases are delayed until their total compensation reaches the amount of the local increase. The base compensation used for these calculations remains the Oct. 1, 2000 level, and the changes take effect on July 1, 2025.
