HB352 raises the maximum per-bale cotton promotion assessment and requires a producer referendum, with minor code updates.
HB352 allows an assessment on cotton bale sales up to $1.30 per bale to fund promotion, but only if a majority of eligible producers vote in favor in a referendum. Eligible voters are cotton producers who produced cotton in the crop year immediately before the referendum. After the vote, the certified commission will canvass and publicly announce results within 30 days and will set the assessment amount each year. The act takes effect October 1, 2025 and includes nonsubstantive technical revisions to update the code language.
