HB432 would establish Talladega County-specific service of process fees collected by the sheriff, with funds placed in a dedicated account for law enforcement use.
It creates two service-of-process fees in Talladega County: $50 for service or attempted service outside Alabama, and $100 for service to an inmate at the Federal Correctional Institution in Talladega for matters outside Alabama. The clerk of the court (or designee) collects these fees and remits them to the Sheriff’s Official Account, which is separate from the sheriff’s budget and can be used at the sheriff’s discretion for law enforcement purposes. The new fees do not replace or reduce existing budgeted funds. The act becomes effective October 1, 2025 and only applies to Talladega County.
