SB179 revises Alabama's military justice rules to expand who can discipline service members, adjust punishments and eligible ranks, and set new procedures, with changes taking effect October 1, 2025.
It allows brigade/battalion-level Army commanders, wing/group/base-level Air commanders, or commanders of geographically separated units to impose non-judicial punishments on enlisted members, including admonitions, reprimands, loss of privileges, pay forfeiture, pay-grade reductions, extra duties, and restrictions. The Governor, Adjutant General, or a general/flag-rank commander may impose these punishments on officers and enlisted and may delegate these powers to a principal assistant in the Alabama National Guard. The bill also clarifies how “days” are counted for pay versus other purposes, provides for mitigation and appeals, and preserves the option to pursue court-martial for serious offenses. It expands punishments under special courts-martial, setting specific rank-reduction outcomes, and makes the new rules effective October 1, 2025.
