SB266 would require the Contract Review Permanent Legislative Oversight Committee to review all funding of licensing boards and remove the limit that contract reviews must be paid on a state warrant.
It broadens the Committee’s oversight to cover all occupational and professional licensing boards, commissions, and agencies. It removes the rule that contract reviews are limited to contracts funded on a state warrant, allowing review of contracts funded by other means. Departments must submit proposed contracts or letters of intent for personal or professional services with cost estimates, and the Committee must review or hold hearings within 45 days. If a contract is made without prior review, it could be void ab initio, and the Committee can issue subpoenas and hold regular monthly meetings.
