SB291 would allow political parties and their local or affiliated party organizations to transfer funds among themselves, changing the previous ban on PAC-to-PAC transfers while retaining other restrictions.
The bill changes the law to let a political party and its local or affiliated groups move money between themselves. It keeps the rule that contributions cannot be made in someone else’s name, with a narrow exception for expenditures to campaigns. It also keeps most restrictions on transfers between PACs and 527 groups and between principal campaign committees, but adds limited exceptions (for example, transfers from a non-principal PAC to a principal campaign committee and certain corporate segregated funds under specific conditions). The act would take effect on October 1, 2025.
