The bill would allow issuance of a distinctive 'Invisible Disability' license plate to individuals with invisible disabilities and to their primary caregivers. To obtain it, applicants must be Alabama residents, provide diagnosis proof from a physician, comply with motor vehicle registration laws, and pay the regular plate fees plus a $40 annual fee. The plate would be valid for five years and could be renewed or replaced with a conventional plate, a personalized plate, or a new 'Invisible Disability' plate; if a new plate is not issued that year, the standard fees and taxes still apply. Proceeds from the $40 fee (after production and administrative costs) would be sent monthly to KultureCity to fund sensory accessibility and inclusion efforts; KultureCity would design the plate under state approval, and the Department of Revenue could adopt rules to implement the act.
