HB179 would permanently create the Alabama Resilience Council as a governor-appointed advisory body, establish a Chief Resilience Officer to lead resilience efforts, and require a statewide resilience plan with a risk and vulnerability assessment.
Permanently establishes the Alabama Resilience Council as an appointed advisory group within the governor's executive branch to coordinate resilience activities and work with state, local, and private-sector partners to reduce harm from disasters. Authorizes the Governor to appoint a Chief Resilience Officer who will lead the council and oversee the development, maintenance, and implementation of the statewide resilience plan. Requires the statewide resilience plan to include a statewide comprehensive risk and vulnerability assessment, a prioritized list of resilience actions with costs and timelines, and an implementation strategy for how actions will be funded and tracked.
