HB220 lets Alabama’s top leaders remove and replace board members they appoint at any time, with qualifications and some exceptions.
It authorizes the Governor, the Speaker of the House, and the President Pro Tempore of the Senate to remove and replace any board member they appoint at any time, following existing law. The new member must meet the board’s qualifications as defined by state law. The provisions do not apply to governing boards of two-year or four-year public higher education institutions. The act takes effect on October 1, 2026.
