HB520 creates an expedited pathway for individuals with an out-of-state CTE teaching certificate to obtain an Alabama teaching certificate to teach career and technical education in public high schools.
It requires the State Board of Education to establish an expedited pathway for issuing an Alabama CTE teaching certificate to qualified applicants. To qualify, applicants must have a valid out-of-state certificate, at least four years of full-time CTE teaching or equivalent work in another state, a bachelor's degree, a local superintendent recommendation, and pass a criminal history background check. If approved, the State Superintendent issues an Alabama CTE teaching certificate without requiring additional testing or coursework, and the certificate has the same term and renewal requirements as other certificates and may only be used to teach CTE courses. Local districts may provide relocation or hiring incentives, and the State Department of Education will track and report annual data on the program.
