SB237 clarifies that ethics laws do not restrict certain research, development, and commercialization activities by public colleges and their staff, and allows creation of innovation entities.
It adds a new section to Alabama law stating that ethics rules do not limit public institutions of higher education or their officials and employees from accepting grants and contracts, conducting research, collaborating with others, entering into technology transfer agreements, and commercializing and sharing intellectual property under institutional policy. It also allows these institutions to establish one or more Title 10A entities to promote innovation and commercialization aligned with the institution's mission. The act becomes effective June 1, 2026.
