Title
Open Records; use of public records relating to schools for certain solicitation purposes prohibited; redaction of certain information relating to financial transactions required
Description

Existing law establishes a standard procedure for requesting public records.

This bill would require the custodian of public records to redact certain information that could be used to initiate a financial transaction such as bank account numbers and routing numbers in any requested public record.

This bill would prohibit persons from using the names and addresses of persons in public records held by local boards of education, or from selling or offering to a third party the use of the names and addresses of persons in public records held by local boards of education, for the purpose of soliciting those persons to purchase goods or services.

This bill would authorize the Attorney General to impose civil penalties for violations of this prohibition.

This bill would authorize the custodian of a public record held by a local board of education who reasonably believes the record may be used in violation of this prohibition to require a written certification from the requesting person.

This bill would also authorize the State Board of Education to adopt rules to implement this bill.
