SB32 amends Section 22-27-3 to exempt households whose sole source of income is veterans' benefits from paying solid waste collection fees. To qualify, these households must provide proof of income to the county health officer by the first billing date each year, and the exemption lasts only as long as the sole income source remains veterans' benefits, requiring annual renewal. The bill allows local law to provide additional exemptions for households with total income not exceeding 75% of the federal poverty level. It also includes nonsubstantive, technical revisions to update the code language to current style.
