SB333 expands the powers of industrial development boards in Class 2 municipalities to finance, build, and manage development projects, including issuing bonds.
It adds authority for Class 2 municipal industrial development boards to issue and sell bonds and to acquire, construct, expand, improve, replace, equip, maintain, operate, lease, and dispose of development projects. It allows financing of projects by loans, grants, leases, or other funds and lets bond proceeds or board funds cover project costs, with possible contributions or loans from the state, other municipalities, counties, or public agencies. Boards may loan bond proceeds or other funds to pay all or part of project costs to advance the public purposes of the board. A development project is defined broadly and must be found by a majority of the board to serve public purposes such as creating employment, expanding the tax base, eliminating blight, providing facilities for development, or housing related to workforce needs; the act becomes effective October 1, 2026.
