SB252 creates the Sarah Caldwell Crosby Act to place Governor's Mansion Authority employees into unclassified service under Alabama's Merit System Act and provide for leave payout and insurance-related contributions.
It designates the Governor's Mansion Authority as a named act and moves its employees into the unclassified service under the Merit System Act, while allowing the Authority to participate in state insurance programs with employer contributions paid from the Authority's funds. Current Authority employees as of the act’s effective date would be entitled to payment for accumulated leave upon separation; new hires would receive such payments only to the extent provided to unclassified employees under Merit System rules. The Authority may deduct employees’ insurance contributions from their wages, and the Authority is responsible for paying the employer portion of insurance programs.
