SB38 would give the Governor the authority to remove the executive officers of state occupational or professional licensing boards from office, with or without cause, starting October 1, 2026, and subject to the state Merit System.
SB38 expands the Governor's removal power to include the executive officers of occupational or professional licensing boards. The Governor would be able to remove these board executives from office or discharge them with or without cause, aligning their treatment with other state officials, except for Merit System employees. The measure preserves existing Merit System protections and becomes effective on October 1, 2026.
