SB586 lets the Lowndes County Commission create a Contingent Fund of up to $10,000 per year from unallocated county money to cover unbudgeted needs, with carryover of to-be-spent funds and new expenditure rules.
It authorizes an annual appropriation of up to $10,000 into a Contingent Fund from monies not otherwise appropriated. The fund may be used for county purposes not provided by law that the Commission determines are in the county's best interest. Unspent funds at the end of the fiscal year do not revert to the treasury but carry over to the next year, within the same $10,000 annual cap. The Commission may establish procedures for how the fund can be spent. The act takes effect immediately upon the governor's approval (or becoming law).
